[Xylo-SDR] Eurocard Cyclone II PCB

I've also provided a spreadsheet of the Cyclone II pin details, to help

It was extracted from the Altera spreadsheet for the Cyclone II family 
pinouts. I also used that spreadsheet when creating the FPGA part, 
copying/pasting into the part editor table, to save time and minimise 
errors.

The approach I adopted when I created the FPGA part was to predefine the 
important nets on many of the pins, and their types, so that the software 
can check for inconsistencies, such as nets connected to the wrong pins. 
I've brought out stubs for those nets, with the net name enabled, to make 
checking easier.
