I was thinking of a package that we could all use to make changes to the 
originals.


We could use Dia for Windows (or Linux). This is the Windows version:

http://dia-installer.sourceforge.net/

It looks as though it will do what we want. I get a console error message
when it starts up, but it otherwise seems OK.
It seems OK now I've run it a couple of times. Perhaps a file is created when it runs, and is missing the first time.
