Visio allows you to save in the following file formats:

vsd, vss, vst, vdx, vtx, svg, dwg, dxf, html, emz, emf, jpg, png, tif, bmp,
wmf.

Are any of these interchangable with Dia?

Most of them. I'm not so sure about Dia, having played with it for a while. It can be made to work, but it is difficult. I've used Pulsonix schematic before now for block diagrams, and can just upload them as PDFs for discussion. It means no-one else can edit them unless they download the Pulsonix demo, but that doesn't matter too much as I can do that when agreement is reached on a particular issue. It's not as if the diagrams are going to be all that complex.
