[Xylo-SDR] Some code for DDS60

Hello,

I want to share,( for test and critics..), my first Verilog code to 
manage a DDS60 kit and an optical encoder, to give a bit agility to a 
SoftRock that I am using with Wolfson/Xylo, a very funny receiving 
system, thanks Bill and Phil for that.
